TECHNICAL OPERATIONS MANAGER

Job Description

REMUNERATION: R919 224.00 TOTAL COST TO COMPANY PER ANNUM

PURPOSE

To manage the testing & verification activities of different water meters according to latest edition of Legal Metrology Act, South African National Standards (SANS), metrological guidelines and South African National Accreditation System (SANAS) requirements.

KEY RESPONSIBILITIES

Supervise staff in reporting line. Manage maintenance of all equipment and measurement standards of the flow laboratory. Undergo National Regulator assessment for certification as Verification Officer and execute functions in accordance with powers vested in you as a Verification Officer (VO). Take note of the penalties for offences applicable to VO as stipulated in the latest edition of Legal Metrology Act and its Technical Regulation. Manage all testing, calibration, verification activities and ensure compliance with the requirements of the Quality Management System (QMS). Manage the operations & maintenance of all test benches, instruments and equipment. Identify and prepare operating and capital estimates to assist with the budgeting process. Plan ad-hoc inspections of meters on the ground to check for compliance. Identify any laboratory activities that deviate from the QMS and report them to the Quality Manager. Provide training to all technical staff on test, verification and calibration methods or procedures. Performance Manage and transfer skills to subordinates by mentoring and coaching. Implement Quality Assurance programs to assure confidence in reliability and accuracy of results. Participate in on-going internal and external Audits. Participate in Proficiency Testing Schemes. Liaise with City of Johannesburg (CoJ) and other Departments within Johannesburg Water (JW) and advise Line Management on continuous improvements of the Laboratory operations. Undergo internal and external assessments and achieve Technical Signatory status as approved by SANAS. Responsible for reports which confers validity of organizational test results.   Represent the company in a court of law to account for the Laboratory results. Adhere to all latest edition relevant safety & environmental procedures as stipulated by the company and OHS Act. Adhere to JW Vehicle Policy, National Regulator; ISO 17025. Legal Metrology, SANS Standards, Accreditation System and City Of Johannesburg By-Laws. Supervise working with machinery according to Machinery and Occupational Safety Act, 1983 (Act 6 of 1983) and GMR. Develop and guidelines for the Laboratory in accordance with GMR. Develop training standards for operators and supervisors of machinery. Ensure the provision and maintenance of systems of work, plant and machinery are safe and without risks to the health of employees. Ensure that all safety incidents are reported to Line management and Safety committee and related procedures. Always wear correct PPE for specific tasks.

DATA CONTOLLER

Job Description

REMUNERATION: R291 024 BASIC SALARY PER ANNUM

PURPOSE

Check accuracy and submission of documented data, capturing of data from call in/walk-in customers, asset costing, work orders and other JW Management documentation.

KEY RESPONSIBILITIES

Accurately capture the first phase of the cored data that comes through the SAP system (Plant Maintenance) and route/assign work order to the responsible Foreman/ Operations Manager. Rectify data errors on the SAP System to enable Depots to complete the transaction and to improve quality. Assist with walk-in and call-in customers to create Work Orders. SENIOR ENGINEER

Job Description

REMUNERATION: R1 142 796.00 TOTAL COST TO COMPANY PER ANNUM

PURPOSE

Manage and guide civil engineering staff in carrying out multiple civil engineering designs relating to water and sanitation services in a professional, efficient and cost-effective manner to ensure the planning, design and implementation processes of these capital projects are well co-ordinated and managed to achieve the Company’s annual targets. Review of all reports / designs / drawings / contract /tender documents, related specifications. Manage all other facets of the portfolio including the costing, human resources, projects timeframes, compliance to relevant legal frameworks and quality specifications.

KEY RESPONSIBILITIES

Manage and guide engineering deigns and ensuring all necessary site investigations and specialist studies are carried out accordingly. Set the boundary conditions and parameters for the design of solutions to problems. Lead and guide the staff in the preparation of sound engineering designs solutions. Investigate and propose new and innovative ways of solving engineering problems. Review the proposed preliminary and detailed design solutions to ensure sound solutions are provided. Review the adequacy and accuracy of all design solutions and calculations. Review and confirm that proposed solutions including materials are cost effective. Lead and guide the subordinates with best practice engineering designs and solutions. Ensure compliance to relevant legislation e.g. environmental, health and safety. Job Description

REMUNERATION: R430 884.00 BASIC SALARY PER ANNUM

PURPOSE
Co-ordinate and monitor the activities of on-site contractors and inspectors to ensure effective service delivery in informal sectors with regards to supply and maintenance of water tankers and chemical toilets.

KEY RESPONSIBILITIES

Schedule monthly work plans with Contractors in terms of supply and maintenance of water tankers and chemical toilets / pit latrines. MECHANICAL MANAGER

Job Description

REMUNERATION: R1 020 324.00 TOTAL COST TO COMPANY PER ANNUM

PURPOSE

Manage the operations on repairs and maintenance to Mechanical Plant, equipment, instrumentation and Yellow Machines located at Johannesburg Water’s Treatment Works in accordance to General Machinery Regulations section 2.1 and 2.7 (OHSA) and SANS Codes of Practice.

KEY RESPONSIBILITIES

Manage and ensure the scheduling, installation, repair and maintenance of all mechanical equipment, instrumentation and Yellow Machines located at the various Wastewater Treatment Works in compliance to OHSA and SANS codes of practice. Ensure that identified critical spares are available at the Works stores. Re-order materials and spares as and when required. Oversee projects by providing technical advice and direction to CAPEX department including consultants with regards to the design of new installations and upgrade of existing installations. Oversee the approval of designs and monitor progress of work according to JWater approved standards. Sign off practical completion of work. Manage staff in terms of Human Resources policies. Identify job specific training and development needs in line with JWater skills development plan. TECHNICAL OFFICER WAYLEAVE/BUILDING PLANS

Job Description

REMUNERATION: R263 772 BASIC SALARY PER ANNUM

PURPOSE

Check availability of services to ensure that proposed work in the road reserve, as well as new buildings, does not affect Johannesburg Water services. Provide the position of existing Johannesburg Water services to prospective contractors.

KEY RESPONSIBILITIES

Receive plans from CoJ or walk-in customers and log application into the Application Management System. Look up the position and details of Johannesburg Water’s services for the relevant property using the GIS and/or IMQS system. Critically asses if the record on the system appears to be correct, using technical experience, as this information is sometimes unreliable. Should the information not be available or look incorrect, then find the as-built drawing in Alchemy. This will require the ability to find the correct drawing and identify the relevant property off the many historical drawings. Read and understand the architects drawing and evaluate whether the position of the proposed building affects Johannesburg Water’s services. Check the title deed to verify if there are any registered servitudes on the property which the proposed building might affect. Decide if the drawing can be approved, if so stamp and sign the drawing. If not inform the client the reasons for the rejection and the implications. Capture the decision in the control system. If not, information is available the matter may be referred to the depot who can send out team to investigate the position of the services. Dealing with Building Plans is a decision-making function which commits Johannesburg Water. Once plan is approved the building will be constructed. Diligent care must be exercised because if a mistake is it could compromise Johannesburg Water services. This could have risks implications to both public and Johannesburg Water, and may be very costly to rectify. Bearing in mind that difficult, or costly decisions have to be made while face-to-face with the customer, any attempt by the customer to influence or pressurize you to change the decision must be resisted. Any attempt to bribe must be reported to the manager. Search Alchemy for additional information if not service information (water and sewer) exists, and refer to the Development Coordination Manager if required. If any matters arise in the course of assessing the applications which could affect, Johannesburg Water’s services or operations, refer the matter to Development Coordination Manager. Any errors on the GIS, IMQS, or Alchemy systems are to be reported to the Manager. Ensure all transactions are recorded on the relevant information system. Ensure all correspondence is sent to the applicants. Ensure copies are sent to Records, and relevant depots. Keep and maintain records regarding GIS, IMQS, Alchemy and Wayleave database. Produce statistics of applications dealt with and submit to Manager for inclusion in weekly summary.

REMUNERATION: R500 076 BASIC SALARY PER MONTH

PURPOSE

Organize and control all functions related to the management of water reticulation of the area in order to effectively manage the water infrastructure.

KEY RESPONSIBILITIES

Develop and manage operational plans to co-ordinate and optimize the utilization of the area resources for all field work to be undertaken. Ensure that correct materials and resources are available for scheduled operations on a daily basis. Monitor and ensure the quality standard and productivity levels for all field work by doing site inspections and job assessment. Manage all maintenance and construction work under his/her control. Ensure and promote good communication with staff. Manage and monitor the effective utilization, development and motivation of personnel. Ensure that the productivity levels and costs are kept within estimates and targets by managing and controlling standby, overtime leave and absenteeism.
