The South African Human Rights Commission (SAHRC) and the Social Development Department are joining forces to tackle the recent challenges within the South African Social Security Agency (SASSA). This partnership aims to mitigate the ongoing issues faced by beneficiaries and prevent the recurrence of recent payment problems.

The Catalyst: Democratic Alliance’s Complaint

Following a complaint lodged by the Democratic Alliance, the SAHRC has initiated discussions with the Department of Social Development and SASSA. The inquiry focuses on investigating the delays in disbursing payments, which impacted beneficiaries earlier in the month, prompting widespread concerns after a series of payment failures.

Struggles Faced by Pensioners and Disabled Individuals

Beneficiaries, particularly pensioners and people with disabilities, have endured three weeks of financial hardship due to their inability to access grant payments via SASSA’s Postbank payment system. The primary cause of this delay revolves around a dispute concerning Postbank’s transition to a new software system, entangled in a legal battle with its former supplier.

Ensuring Continuous Access to Funds

SAHRC’s Wisani Baloyi stressed the obligation of state entities to ensure consistent and uninterrupted access to funds for vulnerable groups each month. The discussions during the meeting encompassed recent payment delays affecting a significant number of pensioners and disabled individuals. The deliberations also delved into the intricacies of Postbank’s transitioning issues and their potential impact on future social grant disbursements.

Plans for Future Beneficiary Payments

Baloyi revealed the SAHRC’s intention to hold discussions with Postbank to receive an update on their strategies to ensure timely payments to beneficiaries in the upcoming month. This proactive engagement aims to preempt any potential disruptions in grant payments, emphasizing a commitment to resolving the ongoing challenges faced by beneficiaries.
